MANAGEMENT OF THE DEVELOPMENT OF STATE-OWNED ENTERPRISES IN THE INNOVATIVE MODERNIZATION OF THE ECONOMY (BASED ON THE MATERIALS OF STATE-OWNED ENTERPRISES OF THE REPUBLIC OF TAJIKISTAN)
The relevance of the research topic is due to the fact that at the present stage of socio-economic development of the Republic of Tajikistan (RT), state corporations are almost the only subjects of innovative modernization of the economy. The problem is that the configuration of Tajik state capitalism has not yet been fully formed, the country's largest enterprises are experiencing significant difficulties, which are caused by both the historical past and systemic socio-economic development problems, exacerbated by the aggravation of the geopolitical situation on the Tajik-Afghan border since July 2021.
In the context of the global crisis, the deterioration of the situation on world markets due to the coronavirus pandemic (Covid-19) and other negative global trends, Tajikistan's domestic economic policy is becoming increasingly important, covering not only commercial, but also state (public) sectors of the national economy. One of the key goals of domestic economic policy is the creation of an effective national innovation system (NIS) that contributes to improving the technological level and competitiveness of production, the entry of innovative products into domestic and foreign markets, the growth of import substitution, accelerating socio–economic development, achieving national strategic goals and the stability of the country as a whole.
